My Shepard cosplay, made at the end of last year but only posted now
because I'm so disorganised but YAY SHEPARD!
I made this for the final day of high school, instead of my original plan to go as the Medic from Team Fortress 2

Doesn't matter; it's Shepard!

I'm pretty cheap, so I used cotton poplin to make it, which comes in many colours and is extremely affordable, but doesn't stretch

And since it was my first time using measurements in my patterns (LOL not my first piece of clothing though

) it wasn't perfect and thus, is pretty tight around the
chest, of all places...

Anyway, the most worthwhile part was the embroidery, for the Cerberus logos and the target thing on the back. Killed my eyesight, but was TOTALLY WORTH IT. Never using cheap appliqué again!

Nice colour, it really "pops" when against the black.
To make it form-fitting and more similar to your reference picture, you'd definitely have to use a stretch fabric (I imagine this jacket might be made of stretch suiting/drill), or somehow pattern it to fit to your body. But I must admit cotton poplin is really comfortable, as it breathes. Sewing stretch fabric generally needs special needles and careful attention...
You said it was tight in the chest - but because of the structure of this jacket, I don't think you'd want to have a seam line or darts over the bust, so you might be able to let out a little at the seams at the sides (provided you didn't cut off your seam allowances) to make it a bit more comfortable at the chest. I can't tell whether you have set-in sleeves or whether you sewed the sleeve as part of the front/back piece, but this may also be making it tight in places.
For drafting mostly from measurements, that is one awesome pattern!

And though I know nothing about Mass Effect, you should definitely wear it to the queue!
